Are all people with genuine psychic abilities born with the gift or do they learn how to use it over time?

I'm a sensitive and mild clairevoiant which means I can't call it up when I want to, just happens. Also, I can feel vortexes, hold objects that were dear to someone and see where it used to sit in their homes and know the real age (like I said I can't call on it it comes when it wants to or a spirit wants me to know something important) and I can read peoples true feelings. I also have prophetic dreams - rarely - but I have them to protect others. I noticed that I was different and it wasn't normal when I was 8. My mother said it is possibly hereditary because she can feel when a family member is strongly unhappy even hundreds of miles away and realistic dreams same as mine. She feels energy changes and her body's electrical responses are so strong she kills a brand new watch battery with in 2 days of wear. She wears only windup watches if she has to. My great great grandmother is supposedly a healer woman /shaman/ of a band of Souix Indians from Texas. We don't have proof, but it was told to my mother by her grandmother. I would say that it is an inheritted trait on the most part, but it is said that we only use a 3rd of our brain, so it is possible to train our minds to hone in on our abilities that are possible to us and do not even know we have it.
